SARASOTA, Fla. – Many customers have expressed distress after paying for new windows from the company “Sash and Sill,” only to find they never received their orders.
Complaints against Sash and Sill have emerged from Manatee, Sarasota, and Charlotte counties. Company owner Todd Hoch has been arrested, leaving customers questioning the fate of their investments.

Local perspective:
Cody Davis, who set out to replace windows in two homes, came across Sash and Sill while searching online.
“They had 300-400 nearly 5-star reviews, which made them seem reputable,” Davis stated.
He paid over $30,000 for the jobs and was promised installation last July, yet the windows never arrived.

In a letter sent to clients, Hoch announced that the company had ceased operations and was filing for bankruptcy.
“I have exhausted my personal and business resources. We are trying to complete as many projects as possible,” Hoch wrote in an email last July.
However, Davis learned that his window order was never even placed.
What we know:
The Punta Gorda Police Department charged Hoch with felony fraud for accepting a $21,000 deposit four months before his bankruptcy announcement.

Investigators confirmed that no necessary permits were obtained for any orders.
About a month later, the Charlotte County Sheriff’s Office charged Hoch again following a similar incident involving a client who paid over $12,000. No permits were pulled for that order either, leading to a charge for failing to refund excess money.
Currently, the Sarasota County Sheriff’s Office lists over 30 cases against Hoch.
“That’s a lot of money and it’s my money. Is it in somebody’s fancy car or home?” questioned Maureen Harvey, another customer.
Investigations by the Sarasota County deputies are ongoing.

“I hope this remains in the spotlight so that those affected find justice,” Harvey expressed.
Both Harvey and Davis are eager to see if justice will be served.
“This highlights a flaw in the system; how many more times will this happen before changes are made?” Davis said.
What’s next:
Hoch is set to appear before Judge Lisa Porter in Charlotte County on August 25, 2025, for his arraignment.
