Sarasota’s 18-Story Condominium Development Moves Closer to Completion

Representatives of Adagio are anticipating a partial sign-off for an 18-story mixed-use residential development at South Pineapple Avenue and Ringling Boulevard. However, unresolved comments from six city departments will necessitate a third submittal to the Sarasota Development Review Committee.

Adagio had its second submission hearing before the DRC on September 3.

This development is designed to align with Florida’s Live Local Act, incentivizing the inclusion of attainable housing. The project includes two towers: one 10 stories and the other 18 stories, situated above a podium that provides structured parking and 31,933 square feet of street-level commercial space.

The 18-story bay-facing tower will comprise 103 market-rate condominiums, while the 10-story building will contain 69 attainable units. The site is zoned Downtown Core, which typically restricts development height to only 10 stories unless developed under the Live Local Act.

The Live Local Act overrides local approval authority for residential developments that offer at least 40% of their total units priced at 120% area median income or lower. Unlike city-provided incentives, the Live Local Act does not require that these units be equally distributed across various income thresholds of 80%, 100%, and 120% area median income.

This Act allows for height and density to match any zoning district within a mile of the project, provided that the site allows for commercial, industrial, or mixed-use development.

To qualify for these incentives, 40% of the total dwellings must be designated as attainable for a minimum of 30 years. The implementation of the Live Local Act also enables administrative-only approval, as long as the project meets all code requirements.

Consultant Joel Freedman informed city staff that the project requires one administrative adjustment. This pertains to a fire command room along Pineapple Avenue, which cannot be considered habitable space and must be relocated. Additional clarification is also needed for a room next to the retail space and a stair egress corridor to ensure they meet the habitable definition.

Freedman expressed optimism that the necessary adjustment would be granted soon.

Despite this, several issues remain among the six departments involved, necessitating a third review by the entire committee.

To develop Adagio, The Lutgert Cos. of Naples gathered five parcels along Ringling Boulevard, between Palm and Pineapple avenues. This includes the U.S. Garage building located at 330 S. Pineapple Ave. and a parking lot that was formerly owned by the Church of the Redeemer, with a total investment of $26 million across separate transactions.
