BRADENTON — On Wednesday, August 13, the Bradenton City Council will vote on zoning and land use ordinances, alongside a development agreement, aimed at expanding Westminster Point Pleasant, a retirement and assisted living community located in the historic Point Pleasant neighborhood by the Manatee River. A non-profit organization is voicing its opposition.
The proposal seeks to more than double the residential density on the property—from 15 dwelling units per acre to 40—and expand commercial development substantially. Community advocates caution that the area’s aging infrastructure, including roads, sewage, water supply, and fire protection capabilities, is insufficient to handle the scale of these proposed changes.
Protect the Point, Inc., a nonprofit organization formed by Point Pleasant residents, is dedicated to preserving the historic character and walkability of the neighborhood while promoting responsible and compatible development. Its members are actively opposing the proposed changes.
“Protect the Point considers Westminster Point Pleasant a longstanding member of the Point, and we want it to stay and thrive,” said Constance Frazier, a board member of Protect the Point. “However, this expansion poses risks not only to the neighbors but also to Westminster’s current and future residents.”
The organization has retained legal counsel and expert consultants to contest the proposal and has not ruled out litigation should the ordinances be approved.
“Our roads can’t handle this kind of traffic. Our sewage system can’t handle it,” emphasized board member Donna Mathias. “The city is aware of the issues, but developing adequate infrastructure will take several years—meanwhile, if approved, the project could move forward.”
Ordinance 4035 would permit increased residential density in Coastal High Hazard Areas. Ordinance 4036 would allow Westminster to raise density from 15 to 40 units per acre on 15.8 acres, expanding commercial development in the area. Additionally, Ordinance 4037 would modify zoning regulations to permit buildings of up to 12 stories (increased from 6 stories), hotel development, and other high-intensity uses on the Westminster site.
The group encourages concerned citizens to attend the Bradenton City Council hearing on Wednesday at City Hall to voice their concerns. The meeting is scheduled for 8:30 a.m., with the ordinances set as a time-certain item at 11 a.m., according to the agenda.
