TAMPA, Fla. (WFLA) — A contractor involved in a Better Call Behnken investigation has been arrested on two felony fraud charges linked to contractor fraud.

Todd Hoch, the owner of a Sarasota-based window and door company named Sash & Sill, shut down operations abruptly in summer 2024. Numerous customers across three counties reported that they paid substantial deposits, only to discover that no work was executed, and permits for the jobs were never filed.

Several law enforcement agencies have undertaken investigations, resulting in Hoch’s arrest based on two warrants issued by the Charlotte County Sheriff’s Office.

At this time, Hoch has not returned calls for comment. Consumer Investigator Shannon Behnken reached out to Hoch’s attorney’s office, where they informed her that a plea of not guilty had been entered.

Court documents reveal that one victim resides in Port Charlotte, while another lives in Punta Gorda.

The arrest affidavit indicated that the business account had a balance of $3,343 at the end of March, which plummeted to $1,071 by the end of April. During that same month, one victim paid the company a deposit of $12,502.

A detective stated, “The victims had been strung along for months even though Todd Hoch already knew or should have known his company was insolvent.”

Upon the company’s closure, Hoch sent this email to customers:

“It is with a heavy heart that I announce that Sash & Sill has closed its doors permanently. This difficult decision comes because of unforeseen circumstances that have significantly impacted our financial stability, forcing us to file for bankruptcy. I have exhausted my personal and business resources in efforts to overcome the situation. We are currently working on getting as many of your projects completed as possible. We will reach out with any updates that are specific to your project. The office has been closed to reduce overhead and all non-production staff are no longer with us. I want to express my deepest apologies. I am truly heartbroken over the situation. Sincerely, Todd Hoch”
