MANATEE COUNTY, Fla. — Longboat Key is set to implement a new re-entry program for post-hurricane situations aimed at enhancing storm season preparedness.

Frank Rubino, interim chief of the Longboat Key Police Department, played a significant role in developing the program, designed to streamline the process for residents returning home after a storm.
Having experienced hurricanes since 1980, Rubino emphasizes the importance of effective preparation.
“These decals will allow residents to pass through checkpoints with ease,” he explained. Currently, the police department is distributing decals for the program.
Working closely with local businesses, Rubino mentioned plans to partner with Ace Hardware, the only hardware store on the island. “We aim to give them a green sticker to ensure they can reopen quickly post-storm,” he stated.
The re-entry program consists of three tiers:
• Tier 1: Emergency responders, who will not require any decal.
• Tier 2: A green decal designated for relief workers, healthcare professionals, and others critical to recovery efforts, including businesses like Ace Hardware.
• Tier 3: A red decal for residents and other business owners.
“It’s important that these decals are displayed correctly inside vehicles. They shouldn’t obstruct the VIN number or be placed in tinted windows where they aren’t visible,” Rubino advised. The objective is to expedite entry and minimize congestion.

“Our old system caused delays, with lines stretching for hours,” Rubino remarked. With education about the program being vital, he is committed to informing the community well before hurricane season arrives.
