The owner of a Sarasota window and door company that filed for bankruptcy and ceased operations last year was arrested on August 28 in Sarasota County.
Todd Hoch, 47, from Nokomis, who owned Sash & Sill, faces multiple charges as per online arrest records:
- 17 counts of larceny: contractor failing to refund excess value of work between $1,000 and $20,000
- Five counts of embezzlement: misappropriating construction funds totaling at least $100,000
- Five counts of larceny: contractor failing to refund excess value of work between $20,000 and $200,000.
This arrest follows Hoch’s arraignment in Charlotte County on two felony charges related to accepting payments for unfinished jobs. He has pleaded not guilty.
Hoch is currently held without bond in Sarasota County on the new charges, with an arraignment scheduled for September 26, according to records.

The arrest follows numerous complaints from customers at local and state levels regarding Sash & Sill, with claims that the company accepted significant deposits for unfinished jobs.
In August 2024, Hoch filed for personal bankruptcy, and Sash & Sill declared Chapter 7 bankruptcy. That same month, the Sarasota County General Contractors Licensing and Examining Board found Hoch guilty of fraud, abandonment, and charging for construction without applying for permits or starting work. This was prompted by a complaint from a homeowner who paid $19,560 for windows and doors that were never delivered, resulting in Hoch being prohibited from pulling permits in Sarasota County.
During the board hearing, Hoch cited cash-flow issues as a significant factor. He explained that he had previously managed to pay for windows and doors post-job completion, but in 2024, he was required to pay in full for new materials upfront, forcing him to utilize funds from new jobs to pay for older orders.
“I would like to offer my deepest condolences to the customers of Sash & Sill whose projects were not completed,” Hoch stated in a prepared message to the Business Observer last August following the hearing. “It has been the most difficult situation that I have ever gone through.”
