BRADENTON, Fla. — A tragic incident occurred early Monday morning when a man was discovered at the bottom of a pool in Bradenton. The Manatee County Sheriff’s Office reported that around 25 people were gathered for a swimming party at the Fountain Lake Apartments on Fountain Lake Circle, and at approximately 1:30 a.m., 27-year-old Tchaly Orphee was found submerged in the water.

Orphee was promptly pulled onto the pool deck, with bystanders initiating CPR. Deputies and Emergency Medical Services (EMS) arrived shortly afterward to continue the attempts to save his life. Unfortunately, he was pronounced dead shortly after 2 a.m.

During their investigation, deputies discovered that the pool area was closed and lacked lighting, yet a large group still chose to gather for a celebration. Friends of the victim mentioned that he was not a strong swimmer and likely slipped under the water without anyone noticing. The Manatee County Sheriff’s Office stated there were no indications of foul play, and it seems to have been an accidental drowning.

“You know, it might just be time we take a look if HOAs are really even necessary.
Maybe we should just do away with homeowner associations as a whole.”

South Florida lawmaker Rep. Juan Carlos Porras (R-Miami) has voiced the opinion that it may be time to consider eliminating homeowner associations (HOAs) altogether. This comes as more residents in Florida express concerns regarding increasing fees, expensive lawsuits, and even arrests related to HOA disputes. Porras indicated his intention to potentially file legislation in the next session aimed at abolishing HOAs statewide.
